KfW Program 230 (Umweltinnovationsprogramm) is a rolling grant and subsidized loan program administered by KfW Bankengruppe on behalf of the Federal Ministry for Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), with technical assessment conducted by the German Environment Agency (UBA). The program funds genuinely novel, large-scale environmental technology pilot projects implemented at industrial scale in Germany. Covered environmental domains include wastewater treatment, waste management, circular economy, air quality, climate protection, noise reduction, energy efficiency, and resource conservation. Applications are accepted on a rolling basis through project sketch (Projektskizze) submission with no fixed deadline.

Applicants may choose between a grant route (up to 30% of eligible project costs, non-repayable) or a subsidized loan route (up to 70% of eligible costs with interest reduction funded by BMUV). SMEs receive preferential treatment under both routes. The critical eligibility gate is a genuine novelty requirement: the technology or process combination must not have been previously implemented anywhere — in Germany or abroad — by the applicant or any related companies. Projects that merely apply existing techniques to new locations do not qualify; the demonstration must represent a genuine technological first. Eligible applicants are commercial enterprises with German operations and municipally-owned companies; non-profits and universities are not eligible. Program 230 cannot be combined with other federal or state grants, though layering with KfW Programs 240/241 is permitted.

The multi-stage application process begins with submission of a project sketch to KfW, followed by a UBA technical assessment that typically takes around four weeks. A positive UBA review triggers the formal application stage, a second UBA review, and a final BMUV ministry funding decision — a process that typically spans several months in total. Applicants best positioned to succeed are industrial enterprises with verifiable first-of-its-kind environmental technology that exceeds current regulatory standards and can document the novel process combination in technical detail.
