Tempo Funding
Supports Finnish startups validating innovation demand and strengthening models before major business scaling.

Tempo Funding is Business Finland's continuous-call early-stage grant supporting Finnish startups in market validation and preparation for international growth. The grant covers 75 percent of project costs up to a maximum of EUR 60,000 (max project EUR 80,000).
Funding is paid 70 percent in advance after the funding decision; the remaining 30 percent is paid in connection with the final project report. Tempo is competitive — meeting minimum criteria does not guarantee funding. Business Finland assesses the company holistically: competitive advantage, R&D plan, growth plan, team, and self-funding sufficiency.
The Tempo project must include in a balanced manner: testing or piloting demand with customers, market validation, management/operating-method/organization development supporting international growth, growth-financing exploration, and IP rights analysis. Product development is permitted only where necessary to obtain customer feedback.
Tempo is de minimis aid: total de minimis aid received by a company group cannot exceed EUR 300,000 over any 3-year period.
**Status: paused.** As of 3 October 2025, the Tempo continuous call is closed due to grant authorisation constraints. Applications submitted before the close continue to be processed. New applications are not being accepted as of the 2026-05-15 verification date.
Any innovative product, service or business concept that differs from solutions currently available on the international market. Open to all industries from advanced manufacturing and AI to biotech, agritech, and clean tech.
