Open strategic autonomy, economic and research security in EU foreign policy
Funds research projects up to EUR 3.5 million that build the EU's evidence base on open strategic autonomy and research security.
Consortia submit a Research and Innovation Action proposal by the single-stage deadline; funded work analyses the threat landscape, assesses costs and benefits of autonomy and security measures, and produces policy recommendations. Costs are paid as a lump sum agreed at grant signature, and the Commission expects to fund two projects from this topic's budget.
The Commission wants research that gives EU and national decision-makers workable definitions, evidence and policy recommendations on open strategic autonomy and economic security, including research security. It wants projects to map the drivers, risks and impacts of these policies both inside the EU and on developing countries and international partners.
