Government in transition — how governments change the way they work and prepare the civil service for the future is a European Commission research call that pays research consortiums roughly EUR 3.5-4 million to study how EU and Associated Country governments are reinventing internal operations and preparing their civil services for the future. The Joint Research Centre can join the funded consort…

The call wants research covering three areas: new governance paradigms such as anticipatory governance, agile leadership and the impact of AI and digital technology on public decision-making; innovative approaches to public service and policy development, including citizen participation and evidence-informed policymaking; and new public employment management, covering HR policy, upskilling and building a future-ready civil service. National governments in EU Member States and Associated Countries are the primary focus, though regional, local and global good-practice cases are also of interest.
