The Commission wanted a project to analyse Ukraine's existing technology infrastructure landscape, assess the capacity lost to Russia's invasion, and identify the needs of Ukrainian industrial users, from large companies to SMEs. It wanted the project to produce an investment agenda for post-war reconstruction and identify a set of Ukrainian Technology Centres that could pilot an integrated network, bringing together research and technology organisations, universities and the private sector to offer joint research, technology and business-support services. The proposed methodology needed to engage Ukrainian national and regional authorities alongside research organisations, technical universities and existing technology centres, and to build on relevant EU-level work and the experience of EU organisations that host similar facilities. Proposals were expected to connect with related European initiatives such as Open Innovation Test Beds, Testing and Experimentation Facilities and European Digital Innovation Hubs rather than starting from scratch.
