The Commission wants a full-scale ship demonstration of either a fuel-cell system delivering at least 5 megawatts, or an internal combustion engine system delivering at least 10 megawatts with at least 85% of its energy from low- or zero-carbon fuels, on a vessel above 5,000 gross tonnage. Proposals must show at least a 55% energy efficiency from fuel to propulsion, cut air pollutants sharply against IMO baselines, and include safety and risk assessments for bunkering and on-board fuel handling.
