This call funds research into how rural communities across Europe can better anticipate, prepare for and recover from shocks β€” energy and infrastructure disruptions, job losses, natural disasters, social conflict or migration pressure. It wants proposals to measure resilience with real indicators and to actively involve women, young people and vulnerable groups in local disaster planning, not just study them. Proposals must use a multi-actor approach, bringing researchers, local authorities, rural communities and bodies like civil protection together to co-design solutions.
