A research infrastructure only counts as being "of European interest" if it can draw users from other EU or Associated Countries beyond the one hosting it -- a purely national user base doesn't qualify, whatever its scientific merit. This topic funds early design work on future European-scale research facilities, in any field of research, of a kind too large for a single country to build alone. It also covers major upgrades or extensions of existing facilities, but only where the change is genuinely transformative — routine maintenance or incremental gains are explicitly out of scope.
