EU Digital Twin Ocean: Contribution to the EU DTO core infrastructure through applications for sustainable ocean management

Funds development of new digital-twin-of-the-ocean applications, using AI and real-time data, for ocean policy, business or management use cases across multiple sea basins.

ClosedEuropean CommissionEU

This call is a Horizon Europe Innovation Action under the Restore our Ocean and Waters Mission, run on a single-stage deadline model with one submission deadline. The 2025 budget for this topic is EUR 12,000,000, split across two grants of EUR 6,000,000 each. Grants awarded under this topic are linked to the ongoing HORIZON-MISS-2024-OCEAN-IBA-01 action for EU Digital Twin Ocean public infrastruct

The funder wants at least two new digital-twin-ocean applications built directly on the EU's EDITO infrastructure, addressing either the implementation of ocean-related EU policy, such as the Marine Strategy Framework Directive, Maritime Spatial Planning Directive or Common Fisheries Policy, or sustainable marine and maritime business use cases such as aquaculture, fisheries or tourism. Each application must be demonstrated across at least three of the EU's four sea basins for a total of six use cases, with the Atlantic and Arctic, Baltic and North Sea, Mediterranean, and Danube River and Black Sea basins between them each covered by at least one use case. Proposals are expected to build on the earlier EDITO-Infra and EDITO-Model Lab projects and to involve end-users and relevant authorities in co-designing each application across data, modelling and visualisation work.
