The Ireland Strategic Investment Fund (ISIF) is a sovereign development fund managed by the National Treasury Management Agency (NTMA) under a mandate to invest on a commercial basis to support economic activity and employment in Ireland. Established with a "double bottom line" mission, ISIF deploys equity, co-investment, debt, mezzanine, and fund-of-funds capital across five strategic impact themes: Climate, Housing and Enabling Investments, Scaling Indigenous Businesses, Food and Agriculture, and National investments responding to macro events. ISIF sits within a discretionary portfolio (commercially managed) and a directed portfolio held under direction from the Minister for Finance.

ISIF targets for-profit Irish companies and infrastructure projects; nonprofits, universities, and individuals are ineligible. Investments are made into growth-stage companies, infrastructure operators, and VC fund managers investing in Ireland. Recent capital commitments include a EUR 140 million climate action fund (March 2026), a EUR 75 million energy grid support fund (January 2026), and EUR 600 million in homes funding (December 2025). No minimum or maximum ticket size is publicly specified; all terms are negotiated bilaterally.

ISIF does not operate a competitive grant call or a formal application portal. Engagement is deal-sourced: interested companies, fund managers, and project developers contact ISIF directly through its Dublin office at Treasury Dock, North Wall Quay. The fund evaluates alignment with its five impact themes and commercial return expectations. Successful counterparties receive equity stakes, debt facilities, or LP fund commitments — not non-dilutive grants. Applicants should be prepared to demonstrate Irish economic impact alongside a credible commercial return profile.
