LIFE Clean Energy Transition wants a follow-up and scale-up of the existing European City Facility: an operator that offers cities, municipalities and their groupings financial support plus legal, governance and financing expertise to turn Sustainable Energy and Climate Action Plans or local heating and cooling plans into mature, investable project concepts. The winning consortium runs national-level support services, capacity building for the cities it funds, best-practice exchange, and monitoring of how much investment its work actually unlocks.
