The Community Development Block Grant (CDBG) program, administered by the South Dakota Governor's Office of Economic Development on behalf of the U.S. Department of Housing and Urban Development (HUD), provides federal pass-through funds to South Dakota local governments for a broad range of community development activities. The Fall 2026 cycle carries an October 1, 2026 application deadline, one of two annual submission windows (the other falling on April 1). Applications are coordinated through local area planning districts, which assist eligible local governments in preparing and submitting complete packages to GOED. Private businesses and individuals are not direct applicants; the program is structured for governmental and nonprofit local entities.
Eligible project types span water and wastewater infrastructure, community centers, medical centers, senior centers, workforce training activities, and industrial infrastructure designed to create jobs for low- and moderate-income (LMI) persons. South Dakota's annual HUD allocation is divided into three funding accounts: Community Projects (general infrastructure and community development), Special Projects (industrial infrastructure supporting LMI job creation), and Urgent Needs (acute public health or safety issues). At least one statutory objective must be met: promoting more rational land use, increasing economic opportunity for LMI persons, or correcting deficiencies in public facilities affecting health, safety, or welfare.
The CDBG Fall 2026 cycle is appropriate for South Dakota cities, counties, and qualifying nonprofits with community infrastructure or workforce development projects that demonstrably benefit LMI residents. Strong applications document a clear nexus between proposed activities and LMI benefit, align with one of the three funding account priorities, and are coordinated with the relevant area planning district well ahead of the October 1 deadline.
