Covers up to 95% of costs for projects that help renewable and citizen energy communities professionalise, federate, or move past solar-only projects.
Scope A proposals need a financially viable economic model, with an actual assessment of operating costs and expected revenue, showing the second-level community can keep running once EU funding ends. Scope B proposals can bring in external experts, but only to support peer-to-peer learning between energy communities, not substitute for it -- a consultant-led project misses the point of this scope…
The LIFE Clean Energy Transition programme wants projects that help Europe's more than 8,000 energy communities grow beyond first-generation solar projects into areas like heating, flexibility services and storage. Proposals pick one of two scopes: Scope A supports building or strengthening 'second level communities' — federations that offer shared legal, technical and financial services to multiple energy communities — while Scope B funds peer-to-peer mentoring that helps individual energy communities implement projects in renewable heating and cooling, building efficiency, flexibility services or electromobility. Projects must focus on renewable energy communities or citizen energy communities as defined in EU energy law, not build new digital tools or platforms unless clearly justified.
