Multilevel Climate and Energy Dialogue for Governance Regulation and Post-2030 Policy

The Commission wants a single project that establishes or strengthens permanent dialogue between national, regional and local governments and stakeholders — civil society, business, investors — on energy and climate policy, feeding into the update of National Energy and Climate Plans. It wants proposals covering six to ten Member States, prioritising countries where multilevel dialogue is currently least developed, and governance or process models for consistent NECP reporting rather than new digital tools.
