Tourism Product Development Programme
Funds tourism product development in Latvia with support for competitive exports and destination innovation.
The Tourism Product Development Programme is a European Regional Development Fund (ERAF) grant instrument administered jointly by LIAA and the Central Finance and Contracting Agency (CFLA) of Latvia. Its purpose is to support micro, small, and medium enterprises operating in the Latvian tourism sector to develop new products and services with higher added value, thereby improving Latvia's tourism export capacity and international competitiveness. The implementation agreement between LIAA and CFLA was signed on 16 November 2023, and the programme runs through 31 December 2029.
The total programme envelope is €498,769, of which €423,953 comes from ERAF and €74,816 from the Latvian state budget. Eligible applicants must be SMEs that are members of tourism-sector cooperation networks — either geographic or regional networks, or thematic networks operating Latvia-wide. The programme restricts eligibility to four priority tourism sectors: business tourism, health tourism, culture and creative-industries tourism, and nature tourism. Only for-profit companies registered and operating in Latvia may apply; non-profits, universities, and individuals are not eligible.
Because the programme operates under rolling sub-calls without a fixed application window published at the programme hub level, prospective applicants should monitor business.gov.lv and CFLA announcements for sub-call openings. Membership in a qualifying cooperation network is a hard prerequisite — companies that are not yet part of a recognised network must secure that affiliation before applying. The small total envelope of €498,769 means that competition for available awards is high relative to the number of eligible tourism SMEs in Latvia, making early preparation and strong network documentation essential to a successful application.
