The More Jobs for Marylanders (MJM) Incentive Program provided refundable Maryland income tax credits to manufacturers that created qualifying new full-time positions in the state. The credit rate was 4.75% of wages paid for each qualifying position, calculated annually. Tier 1 designated areas carried a 10-year benefit period; Tier 2 areas carried a 5-year period. The programme is now closed: it sunsetted on June 1, 2024, and Maryland Department of Commerce is no longer accepting new enrollment applications.

Historically, eligible applicants were Maryland manufacturers in NAICS sectors 31–33 (excluding petroleum refiners) that created a minimum number of new qualifying positions — 5 jobs in Tier 1 areas for enrollees before June 1, 2022, rising to 10 jobs after that date, and 10 (Tier 1) or 20 (Tier 2) jobs for later enrollees. Qualifying positions had to pay at least 150% of the Maryland state minimum wage. Businesses with existing enrollment certificates issued before June 1, 2024 may continue to submit Initial and Final Tax Credit Applications during the annual application period established after July 1 each year, with initial processing taking approximately 45 days and final certificates taking 90–120 days.

New applicants cannot enrol in MJM. No successor programme had been announced as of May 2026. The programme contact is Amy Poad, Tax Specialist, at the Maryland Department of Commerce (410-767-0429). Companies seeking manufacturing job creation incentives in Maryland should review the Job Creation Tax Credit (JCTC) as the active alternative, noting that JCTC has a different structure and a January 1, 2027 sunset.
