The Nebraska Site and Building Development Fund (SBDF) is a state-funded grant program administered by the Nebraska Department of Economic Development (NE DED) with the goal of improving the industrial readiness of Nebraska communities. The program funds a broad range of pre-development and capital activities: land and building acquisition, construction and rehabilitation, site preparation, infrastructure improvements (utilities, roads, drainage), engineering and design, technical assistance, planning, and other pre-approved project expenses. The overarching policy intent is to create shovel-ready industrial sites and buildings that can attract and retain employers.
Eligible applicants are limited to local development teams operating alongside a recognized local economic development corporation, local government entities, and Nebraska nonprofits organized under IRS 501(c)(3), 501(c)(4), or 501(c)(6) — nonprofits must provide current IRS verification and a Certificate of Good Standing. For-profit businesses are not eligible to apply directly. Award sizes are not published on the program page; the program notes that deadlines and funding depend on availability, and potential applicants must coordinate directly with NE DED before submitting any materials.
The SBDF is well-suited to economic development organizations, city governments, and community-development nonprofits working to prepare industrial parks, redevelop brownfields, or ready commercial buildings for manufacturing tenants. The program is a long-cycle infrastructure play rather than a rapid-response grant, so engaging NE DED early — before site control and design work begin — increases the likelihood of eligibility alignment and timing with available funds.
