The New Jersey Economic Development Authority's Cannabis Business Development (CBD) Grant provides a flat $75,000 reimbursement to licensed New Jersey cannabis businesses that have incurred documented eligible expenses. The grant targets operators holding active annual license digital cards issued by the NJ Cannabis Regulatory Commission, specifically Class 1 Cultivators, Class 2 Manufacturers, Class 5 Retailers, and cannabis testing laboratories. Medicinal-only Alternative Treatment Centers and medicinal-only testing labs are excluded, as are Multi-State Operators and any entity that previously received an NJEDA cannabis grant.

The award is a flat $75,000 — there are no partial grants — and applicants must document at least $75,000 in qualifying business expenses before applying, since the program reimburses documented costs rather than funding prospective expenditures. Applications are processed first-come, first-served on a rolling basis. The program runs for three years from its application opening date, or until the funding pool is exhausted. Good standing with the NJ Cannabis Regulatory Commission, the NJ Department of Labor, and the NJ Department of Environmental Protection is required. A non-refundable $750 application fee, payable by credit card, is due with each submission.

Applicants must hold an active annual license digital card — provisional or conditional licenses may not qualify. The application portal is programs.njeda.com, and inquiries can be sent to BusinessBanking@njeda.gov. Because the program is strictly first-come, first-served and the $750 fee is non-refundable, operators should only apply once they have assembled complete expense documentation and confirmed they hold a qualifying annual license in good standing.
