The Integrated Data Systems and Services (IDSS) program, issued under solicitation NSF 26-509, funds the development, scaling, and operation of national data and cyberinfrastructure systems and services that enable data- and AI-driven research and education across scientific disciplines. Administered by NSF's Office of Advanced Cyberinfrastructure under program code 772600, IDSS awards cooperative agreements — not standard grants — reflecting NSF's intent to maintain active collaboration with awardees in building shared national infrastructure. The FY26 deadline is July 28, 2026, the fourth Tuesday in July, repeating annually thereafter.

IDSS is structured into three categories with differentiated scopes and expected award counts. Category I supports new development and deployment of national-scale data systems (one to two awards). Category II supports transition and enhancement of existing systems that are ready to move toward broader adoption (one to two awards). Category III supports planning activities for organizations developing the case for a future Category I or II proposal (one to five awards). Total expected awards across all three categories are three to nine per cycle. Collaborative research proposals involving multiple lead institutions are explicitly not permitted — each proposal must have a single lead institution. Each organization may submit only one lead proposal per category per deadline, and any PI or co-PI may appear on at most one proposal spanning Categories I and II.

The program targets universities and nonprofit research organizations capable of building and sustaining infrastructure at national scale. Winning proposals typically demonstrate that the proposed system serves a broad cross-disciplinary user community, has a credible operational sustainability model, and cannot be adequately served by existing NSF-funded infrastructure.
