Wusool Transportation Support
Provides Saudi employees with transport support through subsidized daily commute costs for integrated ride platforms.
Wusool is a transportation subsidy programme administered by the Human Resources Development Fund (HRDF) of Saudi Arabia, designed to reduce the commuting cost barrier for Saudi nationals in employment. HRDF covers 80% of daily commuting costs for eligible beneficiaries, with monthly caps set at SAR 1,100 for employees earning up to SAR 6,000 per month and SAR 800 for those earning between SAR 6,001 and SAR 8,000 per month. The beneficiary is responsible for the remaining 20% of each trip cost. The subsidy operates for a maximum of 24 months from the first use, renewing automatically at the start of each Gregorian month.
Eligibility is restricted to Saudi nationals aged 18–65 who are registered with Saudi Social Insurance and in active employment. The subsidy integrates directly with the Uber and Careem ride-hailing applications — no separate booking or reimbursement process is required, as the HRDF contribution is applied at point of payment within these apps. Registration activates within 24 hours of enrolment. The programme is available on a rolling basis with no fixed deadline, allowing eligible workers to enrol at any time during their employment.
Wusool operates alongside other HRDF workforce support instruments: Tamheer funds graduate training placements, Tawteen and Employment Support provide employer wage subsidies, and Wusool addresses the transportation friction that can prevent low-to-middle-income Saudi employees from sustaining regular employment. Combined, the programmes form a layered support structure aligned with Saudi Vision 2030 Saudisation objectives. Beneficiaries enrol through the HRDF portal and must maintain active social insurance registration throughout the subsidy period. The maximum SAR 1,100 monthly cap makes Wusool most valuable for workers in cities where ride-hailing represents a meaningful share of commuting costs.
