The Alaska Department of Commerce, Community and Economic Development (DCCED) and the Alaska Industrial Development and Export Authority (AIDEA) are two distinct Alaska state entities that together cover the principal funding and financing programs available to businesses and communities in Alaska. AIDEA is a public corporation of the State of Alaska, established by the Legislature in 1967, with a cumulative economic impact exceeding $55.4 billion and over $475 million in dividends paid to Alaska's General Fund. AIDEA's programs are primarily loan-based: its Direct Finance Program, Loan Participation Program (up to $25 million, up to 90% participation with banks), Rural Development Initiative Fund, Small Business Economic Development loans, Loan Guarantee Program, Arctic Infrastructure Development Fund, and Sustainable Energy Transmission and Supply (SETS) program all deploy debt instruments rather than grants.

DCCED, through its Division of Community and Regional Affairs (DCRA) grants section, administers Alaska's primary grant programs for businesses and communities. These include the SBIR/STTR Matching Grant, which provides cash awards of up to $25,000 for Phase I or bridge funding and up to $100,000 total for Phase II supplemental funding to Alaska-based companies holding active federal SBIR or STTR awards. The FY2025 application window closed May 9, 2025, with a total program appropriation of $125,000; FY2026 timing depends on legislative appropriation and is expected to open after July 1, 2026. DCCED also administers Community Development Block Grants (CDBG), the NPR-A Impact Mitigation Grant, and Designated Legislative Grants for community infrastructure and broadband through the Alaska Broadband Office.

Companies needing debt capital for project development, working capital, or infrastructure investment in Alaska should approach AIDEA's loan and loan-participation programs.
