BARDA RRPV — Member
Supports members of dedicated consortiums to pursue medical countermeasure proposals through BARDA rapid response partnership pathways.
The BARDA RRPV (Rapid Response Partnership Vehicle) is an Other Transaction (OT) consortium managed by ATI (Advanced Technology International) on behalf of the Biomedical Advanced Research and Development Authority. The consortium issues Request for Project Proposals (RPPs) to member organizations for medical countermeasure development projects under non-FAR Other Transaction agreements. As of the most recent reporting, the consortium has awarded more than $809 million across its member companies, making it one of the largest MCM development vehicles in the federal government. OT agreements allow BARDA to move faster than standard FAR-based contracting and to engage non-traditional defense contractors more easily.
The three primary tracks within RRPV cover MedTech solutions, vaccines and therapeutics platforms, and MCM clinical research center capabilities. Eligible participants include for-profit companies, nonprofits, universities, and research organizations with U.S. operations; individual applicants are not eligible. Award amounts are set per individual RPP rather than published as a program-wide range — specific solicitations carry their own funding levels and technical requirements. Not all RRPV solicitations appear on SAM.gov; many RPPs are distributed exclusively within the member portal.
Membership in the RRPV consortium, applied for at rrpv.org, is a prerequisite before any organization can receive or respond to RPPs. The membership application is reviewed by ATI, and accepted members then gain access to the full RPP pipeline. Companies with early-stage MCM technologies looking to access BARDA funding outside the traditional grant or SBIR pathway should treat RRPV membership as the entry point. Once enrolled, members can respond to multiple RPPs across tracks, enabling a sustained development relationship with BARDA across successive project phases.
