The Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP), administered by the California Air Resources Board, provides point-of-sale voucher discounts on commercially available zero-emission trucks and buses operating in California. Vouchers are issued on a first-come, first-served basis while funding remains available and are applied directly at the dealer at the time of purchase, eliminating any rebate wait period. The program is funded through California's Cap-and-Trade proceeds via the Greenhouse Gas Reduction Fund (GGRF) and administered under the California Climate Investments umbrella.

HVIP covers a broad range of vehicle categories, including class 2b pick-up trucks, step and panel vans, straight trucks, tractors, heavy-duty and medium-duty buses, school buses, refuse trucks, conversion vehicles, and ePTO vehicles. Applicants work with a Cal Fleet Advisor or the Voucher Processing Center; eligible vehicles are listed in the HVIP Vehicle Catalog at californiahvip.org. For-profit fleets, nonprofits, public agencies, and individuals may all participate, provided the vehicle will be operated in California. No minimum company age or team size is required.

Successful applicants are those who act quickly when a funding window is open, as the first-come, first-served structure means funds can be exhausted within days of an opening. Applicants should identify eligible vehicles in the catalog before a window opens, confirm dealer participation, and have documentation ready. The program has no formal scoring rubric — eligibility and vehicle approval determine access to the voucher, not a competitive review.
