HVIP sits under the California Air Resources Board and uses Cap-and-Trade and GGRF money through California Climate Investments to lower the upfront cost of zero-emission trucks and buses in California. The program covers commercial vehicle classes that include 2b pickups, conversion vehicles, ePTO vehicles, buses, refuse trucks, school buses, step vans, panel vans, straight trucks, and tractors. The program works as a point-of-sale voucher, so the discount is applied at purchase rather than through a later rebate. Eligible vehicles move through the Voucher Processing Center and dealer network, and applicants are told to check funding availability before they submit requests while money remains open. HVIP is strongest for fleets that can commit to a qualifying California vehicle order and use the dealer channel to close quickly.
