DHS S&T Long Range Broad Agency Announcement 24-01 is the Science and Technology Directorate's primary rolling research mechanism, open through May 31, 2029 at 11:59 PM ET, funding scientific and technical projects that improve capabilities across the Homeland Security Enterprise. Eligible instruments include contracts, grants, cooperative agreements, and Other Transaction Agreements. Awards are estimated at USD 500,000 to USD 5 million per award based on third-party summaries; DHS itself does not publish official floor or ceiling values. The announcement covers nine open topics across three umbrella areas: Counter Terrorism and Homeland Security Threats (CTHOM), covering ML/AI test and evaluation tools for CT/MMW imaging and novel explosives characterization; Secure U.S. Borders and Approaches (BORAP), covering aviation screening, counter-UAS detection, and detection canine technologies; and Secure Cyberspace and Critical Infrastructure (CYBCI), covering shared cyber resilience, hardware/software supply chain assurance including post-quantum approaches, trustworthy AI, and advanced data analytics.

Eligibility is broad: U.S. small and large businesses, academic institutions, government laboratories, FFRDCs, nonprofits, and research organizations may all apply. Foreign and foreign-owned entities are subject to export control, foreign disclosure, and federal review requirements. No set-asides are in place, though small business participation is encouraged. Mature commercial products and support services are not eligible.

Submission follows a mandatory three-stage gated process: first, a short Industry Engagement Submission (concept only, no commitment required), with DHS feedback in approximately 10 business days; if invited, a Virtual Pitch evaluated in approximately 21 business days; and finally a Written Proposal evaluated in approximately 21 business days. Proposal preparation costs are not reimbursable at any stage. Only unclassified materials may be submitted. Active status carries uncertainty following a reported DHS S&T grant pause in April 2025 — verify at SAM.gov before submitting.
