Strand B of the Massachusetts Clean Energy Center's Heat Pump and HVAC Training Network provides grants of up to $1,200,000 per institution to the 15 Massachusetts community colleges to build hands-on training facilities for heat pump and mini-split system installation and maintenance. The program accepts rolling proposals through 15 May 2027, and MassCEC issues award notices within 12 weeks of submission. Only the 15 Massachusetts community colleges may apply; all other organisations are directed to alternative MassCEC workforce funding opportunities.

Each application must include a Program Narrative, a Budget, and executed Memoranda of Understanding. The funded facility must provide at minimum 1,500 square feet of dedicated training space, with 2,000 or more square feet preferred, to support hands-on instruction on heat pump and mini-split equipment. Prior cohort recipients are permitted to reapply after completing their first cohort award. Applications are submitted through MassCEC's Workforce Development Data Solutions Platform.

The Strand B rolling structure is designed to allow community colleges to apply when their internal planning and facilities are ready rather than competing against a single fixed deadline. Colleges that can demonstrate existing demand from regional HVAC employers, a clear curriculum plan, and access to or plans for the minimum square footage stand the strongest chance of a successful award. The 12-week decision timeline from MassCEC provides a predictable planning horizon for colleges coordinating capital construction or renovation alongside their program design.
