The Rural Business Innovation Initiative (RBII) is a programme administered by TEDCO, the Maryland Technology Development Corporation, that delivers no-cost mentoring services to small technology businesses in rural Maryland, followed by a $25,000 pre-seed grant once the mentorship milestone is completed. The programme is designed for companies that develop technology or use technology as a core tool for business expansion. Eligibility requires that the company be located in rural Maryland, employ fewer than 16 people, generate no more than $1,000,000 in annual revenue, and be in good standing with the Maryland Department of Taxation and Assessments. Urban and suburban Maryland businesses are excluded regardless of employee count or revenue. The programme operates sequentially: companies first receive free advisory services from a TEDCO-assigned regional RBII mentor covering business strategy, market analysis, financial analysis, business plan review, intellectual property guidance, prototype development, manufacturing problem-solving, and introductions to funding sources. The $25,000 pre-seed grant becomes available only after the company completes at least 90 continuous days of RBII mentorship — the grant is milestone-gated and cannot be accessed before the mentorship requirement is met. There is no centralised application portal; companies enter the programme by contacting their regional RBII mentor directly. Regional mentors include Justin Ferguson (Southern Maryland), Karen Zuccardi (Frederick County), and Graham Dodge (Carroll County and Northern Baltimore), with additional mentors covering the Upper Shore, Lower Shore, and other rural areas of the state. The programme runs on a rolling basis. RBII is one of TEDCO's few programmes designed specifically for very small rural businesses rather than university spinouts or high-growth venture-backed startups, making it a distinctive entry point for companies in agricultural technology, advanced manufacturing, Internet of Things, or other technology fields operating outside Maryland's urban centres.
