Maryland Technology Development Corporation, or TEDCO, is Maryland’s independent instrumentality for technology development, established by the Maryland General Assembly in 1998. It provides funding, resources, and connections for early-stage technology and life-sciences companies across the state.

Its grant portfolio includes the Maryland Innovation Initiative, the Maryland Stem Cell Research Fund, SBIR/STTR Matching Funds, the Rural Business Innovation Initiative, and the Maryland Makerspace Initiative Program, while its Seed Funds, Venture Funds, Social Impact Funds, and other investment vehicles are classified separately as equity. The state’s flagship grant programs reach from $25,000 rural awards to $300,000 MII support, with some programs also serving commercialization and makerspace needs.

TEDCO operates statewide and puts particular emphasis on inclusive access for underrepresented and rural founders. The homepage frames the mission as leading innovation to market, and the mix of commercialization, proposal-lab, and matching-fund support helps founders move from research results toward a company. The mix of grant, match, and technical-assistance programs makes it useful for teams that need early validation, state-level follow-on support, or help turning Maryland research into companies.
