NYS Clean Heat is a statewide heat pump rebate program co-administered by the New York State Energy Research and Development Authority (NYSERDA) and seven investor-owned utilities operating in New York: Central Hudson Gas and Electric, Consolidated Edison, National Fuel Gas, National Grid, New York State Electric and Gas (NYSEG), Orange and Rockland, and Rochester Gas and Electric. The program funds flow through the Clean Energy Fund and utility ratepayer programs, with incentives delivered by qualified contractors at the point of installation.

Rebates are available per ton or per BTU for three types of cold-climate heat pump equipment: air-source heat pumps, ground-source heat pumps, and heat pump water heaters. Specific rebate amounts vary by utility territory and equipment type. The program is available to residential and small-building property owners in New York State served by one of the seven participating utilities. Incentives are stackable with federal Inflation Reduction Act tax credits under Sections 25C and 25D, as well as with the federal High-Efficiency Electric Home Rebate Act (HEEHRA) rebates.

Installation must be completed by a contractor enrolled in the NYS Clean Heat qualified contractor network; rebates are applied by the contractor at install and passed through to the property owner. NYSERDA coordinates program standards, contractor qualification, and data tracking, while each utility manages its own incentive territory. Homeowners and building owners replacing fossil fuel heating systems should contact their serving utility or visit cleanheat.ny.gov to identify available incentive levels in their service territory.
