The Pennsylvania Department of Community and Economic Development and Department of Environmental Protection administer the Solar Energy Program under the Commonwealth Financing Authority. The grant component promotes solar energy generation and use in Pennsylvania, including manufacturing or assembly of solar equipment. Solar PV projects receiving a grant must transfer Solar Renewable Energy Credits to the CFA for the life of the project according to the source. Eligible uses include solar generation, distribution, and manufacture or assembly of solar equipment; the award cap is modeled from the grant route only, while the loan and loan-guarantee routes stay outside this grant record.
