MOST Ministry-Level S&T Tasks (Seed)
Provides Vietnamese ministries and enterprises with support for targeted science and technology tasks that translate into measurable outcomes.
Vietnam's Ministry of Science and Technology (Bộ Khoa học và Công nghệ, MOST) issues Ministry-level science and technology task calls — known as nhiệm vụ KH&CN cấp Bộ — on an annual rolling basis, typically in two or more batches per fiscal year. These tasks are smaller in scope and budget than MOST's national-level (cấp quốc gia) programs such as the KC series, but represent a direct mechanism for organizations and individuals to lead MOST-funded research under the ministry's own budget allocation. The legal basis is Article 73(1) of the 2025 Law on Science and Technology and Innovation, together with Circular 33/2014/TT-BKHCN. Following the March 2025 merger of MOST with the Ministry of Information and Communications (Decree 55/2025/NĐ-CP), the merged ministry operates from 113 Tran Duy Hung Street, Hanoi under domain mst.gov.vn.
For fiscal year 2026, MOST issued two competitive batches. Batch 1 was authorized under Decision 654/QĐ-BKHCN (January 28, 2026) and closed at 5:00 PM on March 3, 2026. Batch 2 was authorized under Decision 1966/QĐ-BKHCN (March 31, 2026) under Notification No. 120/TB-BKHCN and closed at 5:00 PM on May 4, 2026. Both batches are now closed for FY2026. Eligible applicants are organizations and individuals who serve as principal implementers (chủ trì); for-profit companies, universities, research institutes, nonprofits, and individuals are all eligible. Applications are submitted in person or by postal mail to MOST's One-Stop Service Department; documents of two or more pages must be bound with security seals. Award amounts are denominated in VND and set per individual task according to MOF and MOST budget circulars.
The FY2027 Batch 1 call is expected to open in late January or early February 2027, following the established annual cycle. Prospective applicants should monitor mst.gov.vn for the task catalog attached to the relevant QĐ-BKHCN decision, as that document defines which specific research topics are open for competitive selection in each batch. Applicants proposing work across MOST's thematic priority areas — including ICT, energy, space science, mechanical engineering, and productivity quality programs — should prepare standard application packages per Circular 33/2014/TT-BKHCN forms and align their proposals with the specific task descriptions in the annual decision catalog.
