The Ministry of Science and Technology, known as MOST or MST, is Vietnam's lead ministry for scientific research, technological development, and innovation policy. In March 2025 it absorbed the Ministry of Information and Communications, keeping the MOST name while expanding into digital transformation and ICT oversight.

Its grant architecture is national and programmatic. MOST manages the KC and KX series of national S&T programs, funds ministry-level research tasks each year, and relies on subordinate bodies such as NAFOSTED, NATIF, and STAMEQ to deliver much of the competitive funding flow. The current program set reaches mechanical engineering and automation, energy technology, space science, productivity and quality, and startup support for innovation networks.

Applicants usually encounter MOST through direct national calls or through the agencies that sit under it, with submissions handled from Hanoi rather than through a broad online marketplace. The ministry's position is strongest when a project fits a named national program, a ministry-level task, or a themed research call that links science policy to industrial upgrading and digital change.
