The Viability and Validation of Innovation for Service Delivery Programme (VVISDP) is an initiative of South Africa's Department of Science, Technology and Innovation (DSTI), implemented through the Technology Innovation Agency (TIA). The programme tests technologies that improve delivery of basic services — including water, sanitation, waste management, connectivity, and human settlements — in defined municipal contexts. The 2026 uMhlathuze call, posted May 13, 2026 with a deadline of May 28, 2026 (close of business), was a geographically specific call targeting the City of uMhlathuze in KwaZulu-Natal. This particular call has closed as of the deadline date.
The scope of this call was narrowly defined: deployment of the Amangwe Community Centred Wireless Network, serving the uMhlathuze City Youth Economic Empowerment Programme and the STEEM initiative, with coverage of Amangwe High School and ten additional schools within a 10-kilometre radius. Solutions were required to be at a commercially ready or advanced pilot stage (TRL 8–9). Preference was stated for technologies developed in Africa that are adaptable to rural environments. Applicants needed to demonstrate operational capacity or physical presence in KwaZulu-Natal. The award amount was not specified in the public call documentation. Eligible entities included South African SMMEs, start-ups, non-profit organisations, and community-based organisations.
The VVISDP model operates through a series of municipality-specific calls rather than a permanent open window. Organisations providing rural wireless connectivity infrastructure, edge networking, or community broadband technologies who missed the 2026 uMhlathuze deadline should monitor TIA's open-calls index for future VVISDP calls targeting other municipalities or infrastructure domains. Demonstrated partnerships with local government bodies or community organisations are viewed favourably in the selection process.
