Oportunidades para Emprender is iNNpulsa Colombia's support route for productive units led by Venezuelan migrants, Colombian returnees, and host-community entrepreneurs in eight priority departments. The program sits inside the same Ministry-led entrepreneurship agency and is built for people who already operate in the market but need a stronger path into sales, assets, and value-chain links. Its geographic focus is Arauca, Casanare, Meta, Boyacá, Bogotá DC, Cundinamarca, Santander, and Norte de Santander. Eligibility starts with at least six months of operation and evidence of sales, even if the sales level is small. The route moves through diagnosis and gap assessment, knowledge transfer and specialised technical assistance, productive capitalisation, and market linkage and productive-chain integration, with continuous monitoring layered on top. Prior beneficiaries of earlier editions are excluded, which keeps the call focused on new participants. The best applicants are small operators that can turn a modest base into a more stable business if they receive targeted assets and commercial support. The design points to practical business strengthening rather than abstract training, so applicants should be ready to use the support in day-to-day operations and buyer access. In public-facing terms, this is a regional inclusion route for entrepreneurs who already have traction and need a more formal bridge into the local economy.
