Territorios Clúster — Acompañamiento is iNNpulsa Colombia's technical-assistance program for cluster initiatives and agglomerations in Colombia. It helps groups build or update competitiveness roadmaps and sits under the same federal agency that leads entrepreneurship, innovation, and productive-linkage policy with the Ministry of Commerce, Industry and Tourism. The program is meant for collaborative regional strategies, not for individual founders. Eligible participants include business associations, foundations, chambers of commerce, regional governments, universities, R&D centres, technology development centres, innovation agencies, and for-profit cluster leader companies. Applicants need at least one year of existence, and the route follows five phases: roadmap design or update, governance model development, project prioritisation, action implementation, and transversal capacity building. The 2026 call used a time-limited application window rather than a rolling intake. The best fit is a cluster that can show a clear convening role and a credible plan to move from diagnosis to execution. For for-profit applicants, the record points to firms that can act as cluster leaders and bring supply-chain actors together, so convening power matters as much as sector fit.
