The prize pays out across four phases, from a concept paper and pre-FEED study through a full engineering design, permitting, and finally construction and at least 2,000 hours of operation. Only the winners of each phase can advance to the next, and progress must compound along a Concept-to-Operate timeline. The competition is currently closed to new entrants pending Administration guidance.
