Company Development Program (Ettevõtte arenguprogramm)

Supports Estonian businesses pursuing international growth through innovation, digitalization, or sustainability.

The Company Development Program (Ettevõtte arenguprogramm) is EIS's flagship grant for established Estonian businesses seeking to grow internationally. It awards up to €500,000 per company, with support rates of 45% for small enterprises, 35% for medium, and 25% for large enterprises (implying match funding obligations of 55%, 65%, 75% respectively). Equipment purchases are capped at €200,000 (de minimis aid), and total de minimis aid across rolling 3 years cannot exceed €300,000. The programme follows a five-phase arc: mandatory pre-consultation (~2 hours), situation assessment (1–3 weeks), development plan preparation (up to 6 months), implementation (up to 3 years), and results evaluation (2 years post-completion). Eligible activities include organisational development, process improvements, product and service development, sales and marketing strategy, staff training, and equipment purchases for new offerings. All applicants must align with TAIE 2021–2035 and Estonia 2035 principles and contribute to at least one 'triple transition' area: innovation, digitalization, or sustainable development.
