Ettevõtluse ja Innovatsiooni Sihtasutus (EIS) is Estonia's state foundation for enterprise and innovation, under the Ministry of Economic Affairs and Communications. It succeeded the EAS and KredEx merger in 2022 and exists to strengthen entrepreneurship, international competitiveness and Estonia's appeal as a place to do business and invest. The organisation has more than 350 staff and 16 foreign offices.
EIS funds companies through grants, loans, loan guarantees, equity-linked support and advisory services. Its open routes include Startup Grants, Development Grant, Company Development Program up to €500,000, Company Investment Support up to €3 million, Eurostars up to €500,000 and Innovation Loan up to €5 million, with EIC Accelerator national support reaching €2.49 million in grant funding plus equity support. The mix serves startups, growth companies and internationally oriented innovators across Estonia.
The organisation operates through open calls and a wide business-growth platform that also covers digitalisation, export and market expansion, sustainability and innovation capability. Applicants do best when their project fits Estonia's competitiveness agenda, has a clear commercial path and can use the programme structure to move from development to deployment.
