Enterprise Development Programme sits under Ettevõtluse ja Innovatsiooni Sihtasutus (EIS), Estonia's state innovation agency, and it backs companies that can carry a long-term development plan tied to innovation, digitalization, and sustainability under Estonia 2035. The programme's total envelope is €22,968,000, and the maximum award is €500,000 for an eligible company operating in Estonia. Support can cover organisational process improvements, product and service R&D, sales and marketing development, employee skills upgrades, and equipment purchases, with equipment capped at €200,000 under de minimis rules. The grant rate is 45% for small enterprises, 35% for medium enterprises, and 25% for large enterprises, which leaves at least 55% self-financing. Eligibility is limited to for-profit companies registered and operating in Estonia, with at least eight team members and at least two years of company age. The route is structured rather than transactional. Applicants start with a mandatory two-hour consultation and situation mapping, then prepare a development plan over up to six months, and finally implement it over up to three years. Applications are filed in Estonian through E-toetus, so the strongest fit is a company with a serious growth plan, the discipline to document it, and the balance sheet to carry the match funding.
