The Innovation Loan (Innovatsioonilaen) is an Estonian debt-finance route run by Ettevõtluse ja Innovatsiooni Sihtasutus (EIS). It sits inside EIS's business-finance offer rather than the grant portfolio, and it is aimed at companies that need repayable capital for innovation, product development, applied research, and feasibility work. The route is open on a rolling basis and the application is submitted digitally. The loan reaches up to EUR 5,000,000, with repayment periods of up to 15 years and a principal deferral that can stretch to three years. Pricing starts from 2.0% a year for initial investments, applied research, product development, and feasibility studies. Companies of all sizes may apply if they are creditworthy, have no outstanding tax arrears, and can show at least 10% equity against the balance sheet. Typical eligible costs include personnel, tangible and intangible assets, working capital, market entry preparation, and research or development work. The strongest fit is a company with a validated solution, usually at TRL 5 or above, that can carry a repayment obligation and wants capital for scaling rather than a non-repayable award. EIS expects a digital application through finants.eis.ee, with a business plan, financial projections, and supporting technical and environmental material. The route is practical for firms that need patient capital for innovation-heavy work and can meet the lender's credit and equity requirements.
