The Innovation Clusters Initiative is ITIDA's public-private partnership route for building ICT innovation clusters in Egypt's second-tier tech parks. It is administered by TIEC and brings together universities, private companies, and entrepreneurship centers over a five-year support period. The first phase includes the Alexandria Innovation Cluster and the Assiut Innovation Cluster. The initiative uses a blended structure of grants, loans, and investments, although the public page does not publish award amounts. Phase 1 clusters cover Alexandria, Al Beheira, and Matrouh through Borg Al Arab Tech Park, and Minya, Sohag, and Assiut through Assiut Tech Park. A call for expressions of interest is part of the route, and the material points readers to ici.eg for details. This is a fit for organizations that are building shared infrastructure, ecosystem programs, or collaborative ICT activity at cluster scale rather than pursuing a single project grant. The strongest applications will be locally rooted, consortium-based, and able to operate for several years across multiple institutions and governorates. Because the initiative is collaborative by design, the practical test is whether the cluster can sustain joint delivery rather than simply propose an isolated pilot.
