Innovation Clusters Initiative (iCi)
Supports Egypt's innovation clusters through grants, loans, and investments linking universities, firms, and entrepreneurship centers.
The Innovation Clusters Initiative (iCi) is a public-private partnership program administered by TIEC (Technology Innovation and Entrepreneurship Center) on behalf of Egypt's Information Technology Industry Development Agency (ITIDA). Its objective is to establish and sustain collaborative ICT innovation clusters in Egypt's second-tier technology parks, linking universities, private companies, and entrepreneurship centers to develop regional ICT ecosystems beyond Cairo. Accepted clusters receive up to five years of services, funding, and incentives from TIEC.
Funding is delivered through a combination of grants, loans, and direct investments; specific amounts are not disclosed on the public program page and are presumably denominated in Egyptian pounds. Phase 1 of the initiative established two clusters: the Alexandria Innovation Cluster, covering Alexandria, Al Beheira, and Matrouh governorates and headquartered at Borg Al Arab Tech Park; and the Assiut Innovation Cluster, covering Minya, Sohag, and Assiut governorates at Assiut Tech Park. The program is open to for-profit companies, nonprofits, universities, and research organizations registered and operating in Egypt, with a focus on ICT-enabled and technology-adjacent sectors including software, hardware, IoT, and cybersecurity.
Interested parties enter through a Call for Expression of Interest process with details published at ici.eg. The iCi model is designed to allow clusters to attract further investment from private and international sources once established, making five-year TIEC support the foundation rather than the ceiling of each cluster's funding trajectory. Applicants seeking to form or join an iCi cluster should be prepared to demonstrate multi-stakeholder consortium structures that span industry, academia, and entrepreneurship support.
