PREE 5000 sits under the Instituto para la Diversificación y Ahorro de la Energía and funds energy rehabilitation in Spanish municipalities with fewer than 5,000 inhabitants. Its public purpose is narrow and practical: channel subsidy support into small places that often have older building stock and weaker access to renovation capital. The program uses grant funding and is anchored by a EUR 50 million envelope. It supports works such as insulation, lighting upgrades, solar PV, and efficient HVAC and domestic hot water systems, with subsidy support of up to 75 percent of project cost. Applicants apply through their regional government rather than directly to IDAE, and eligibility is limited to Spain-based projects in the listed building-efficiency scope.
