PREE 5000

PREE 5000 is an IDAE-administered subsidy program providing grants of up to 75% of the cost of energy rehabilitation works in buildings located in Spanish municipalities with fewer than 5,000 inhabitants. The program targets the geographic segment of Spain's building stock where private investment in energy efficiency is least likely to occur organically — small and demographically challenged rural municipalities. Eligible works include thermal insulation of building envelopes, high-efficiency lighting installation, solar photovoltaic systems, efficient heating, ventilation and air conditioning (HVAC) equipment, and domestic hot water (DHW) system upgrades. The program carries a total budget of €50 million, distributed among Spain's Autonomous Communities weighted by the number of qualifying municipalities and their populations. Its legal basis is Royal Decree 691/2021 of 3 August 2021.
Eligibility extends to individuals, private companies, and non-profit organizations owning or managing buildings in qualifying municipalities; the building must be in a municipality formally classified as having under 5,000 inhabitants. Applications are submitted through the Autonomous Community (CCAA) regional government, not through IDAE directly. Under the 75% subsidy rate, the applicant covers the remaining 25% of eligible works costs. PREE 5000 is the small-municipality complement to the broader PREE program (which covers the national building stock generally) and forms part of Spain's National Energy Efficiency Action Plan.
