Connecting Europe Facility — Transport & Energy

Supports EU grants and blended finance for trans transport and energy infrastructure backbone the Green Deal.

Connecting Europe Facility Transport and Energy are the CINEA-administered parts of the EU's main trans-European infrastructure instrument. Transport sits under DG MOVE and supports TEN-T core network projects, while Energy sits under DG ENER and supports TEN-E, including cross-border Projects of Common Interest. CEF Digital is handled by another agency and is outside this programme. The instrument combines grants, procurement, and blending that pairs grant support with financial instruments to attract private capital. The current programming period is 2021–2027. Eligible beneficiaries are mainly public authorities, infrastructure managers, and infrastructure operators working on cross-border or national transport or energy networks across the EU. This is a capital-heavy infrastructure route rather than a startup pathway. The strongest proposals usually connect to network build-out, permitting, coordination, or another cross-border bottleneck, and they come from organisations that can carry a large project across multiple years and funding stages. Its value is highest where engineering, regulation, and financing have to move together.
