
European Climate, Infrastructure and Environment Executive Agency
Supports CINEA, the European Union agency implementing climate, transport, and environment funding programmes.
CINEA is the EU executive agency responsible for implementing climate, infrastructure, and environment funding programmes on behalf of the European Commission's policy directorates-general. It does not design policy — each programme is authored by a specific DG (CLIMA, MOVE, ENER, ENV, REGIO, MARE) and delegated to CINEA for operational execution: calls, evaluation, contract, and payment.
CINEA's portfolio covers the Innovation Fund (€40 billion, 2020–2030, funded by EU Emissions Trading System revenues), the LIFE Programme (nature, biodiversity, circular economy, climate, and clean energy), the Connecting Europe Facility for Transport and Energy (TEN-T and TEN-E infrastructure), the Renewable Energy Financing Mechanism (cross-border €/MWh premium auctions), parts of Horizon Europe Cluster 5 (climate, energy, mobility), the European Maritime, Fisheries and Aquaculture Fund (EMFAF), and the Public Sector Loan Facility grant component of the Just Transition Mechanism.
Approximately €15 billion in Innovation Fund awards have been made to 260 projects across the EU plus Iceland, Liechtenstein, and Norway as of mid-2026. LIFE Programme 2026 calls are open with deadlines in September 2026 and March 2027. All programmes are denominated in EUR.
