The Single Market Programme sits under the European Innovation Council and SMEs Executive Agency, which manages the competitiveness, internal market governance, standardisation, and consumer pillars of the scheme. The programme's budget is €4,208 million for 2021 to 2027, with another €2,000 million available through the InvestEU SME Window. The programme backs market surveillance, SME support, standardisation, consumer protection, the food chain, and statistics through annual calls. EISMEA handles the competitiveness and internal market work, while other pieces sit with HaDEA and Eurostat. Eligibility is broad enough to include for-profit firms, nonprofits, universities, and research organisations from the EU, the EEA, and SMP-associated countries, with consortia required for most calls. The strongest fits are cross-border SME-support bodies, standardisation organisations, and consumer-interest groups that can work in consortia and deliver practical European-wide impact. Standardisation calls are especially narrow, with CEN, CENELEC, and ETSI as the relevant bodies, so applicants succeed when they match the specific strand rather than treating SMP as a single generic grant pot.
