Eureka Clusters
Supports industry led Eureka communities with theme based international project calls.
Eureka Clusters is the EUREKA Network's umbrella for five industry-led R&D communities: CELTIC-NEXT for communications, Eurogia2030 for low-carbon technology, ITEA 4 for software innovation, SMART for advanced manufacturing, and Xecs for electronic components and systems. Each cluster is run by its own organisation under the Partnership Arrangement 2025-2032. Funding is decentralised. Participating countries finance their own teams under national rules and rates, so the available support changes by cluster and by call. The programme is built for consortia, not individuals, and it allows for-profit companies, universities, research organisations, and nonprofits to join when the theme and partner mix fit. That structure suits cross-border teams that need a sector-specific route into international R&D collaboration rather than a single central award. It is strongest when the project can align with one of the five themes, bring in partners from the countries active in the relevant call, and use the cluster network to test whether the idea can move into a funded project.
