Only Phase One winners can compete in Phase Two. Up to five Phase Two winners each get a $450,000 cash prize plus a $100,000 technical services voucher for support from DOE national laboratories, judged on their mass-production and assembly plans. Phase Two winners then move on to Phase Three, which funds detailed, location-specific implementation pathways.
