Eurostars-3, under HAMAG-BICRO as Croatia's national funder and National Contact Point, sits inside Horizon Europe as a co-funded European partnership run with the EUREKA Network Secretariat. It backs transnational research and development projects led by innovative small and medium-sized enterprises, with Croatian applicants entering both the international Eurostars route and the national documentation review handled by HAMAG-BICRO. For Croatian partners, the program can cover up to EUR 200,000 per partner, with co-financing typically at 50 to 60 percent of eligible project costs. A Croatian SME must be part of the consortium, at least two participating countries are required, and research institutions may join as partners but cannot lead the Croatian side. The schedule normally follows two cut-off calls each year, usually around March and September, and the same program family includes a EUR 3,350 preparation voucher for proposal support. The strongest fit is an innovative Croatian SME that already has an international partner search underway and can assemble a real cross-border consortium before the deadline. Applicants tend to succeed when the Croatian lead is clear, the technical work is collaborative, and the submission is handled on both the international and national tracks without delay.
